Converting dirty Oil workers to Clean Energy workers

by Bk Lim (Notes) on Thursday, May 3, 2012 at 10:27pm

There will always be pockets of heaven among the devastation. We have some of the hottest and driest spells here. Higher water content in the atmosphere is the main cause strangely because it prevents heat transfer and increase volatility; making some places very wet and others very dry. Extreme weather is the result of atmospheric insulation of heat and moisture giving rise to extremes in high and low atmospheric pressures.

There are obvious slow evolving global trends with interacting with short term spikes. It is the invisible global trends that worries me. Water being one of the main entities of this planet is constant on the whole (planet) but unbalanced between the deep and surface hydrosphere.

The only way the Mammoth fossil could have fresh tropical vegetation in its stomach was by sudden flooding (within days of the catastrophic event), not continental drift, polar drift or sudden climate change which took place, years later after the Mammoth had been preserved by rapid burial.

How can you have sudden catastrophic biblical flooding? The huge amount of downpour had to come from the high water moisture content in the atmosphere. A water sink. The water load had to build up through decades of cyclic trends.

In other words, like a capacitor, the charging phase is long and the discharge phase short and sudden. It can be triggered by an even sharper spiking event or series of them (a meteor strike, a major volcanic eruption etc).

So do we opt for the rapid discharge (catastrophic climate change) or a gradual change like the charging phase?

If you notice since the last ice age, there has been net outflow from the deep hydrosphere into the surface hydrosphere. If we were to design an intake at the river mouth to return the "fresh water" into the continental interior mass through the permeable fault zones on a daily basis, imagine how much water moisture we can remove from the atmosphere? Within a few years we should start to see gradually improving weather instead of continual onslaught of extreme weather conditions.

Straight away we can see positive changes. For one the HAARP will be less effective as they too depend on heavy moisture content to work their destruction. Water is 781.25 times heavier than the air it replaces. It will make the continental crust heavier and more stable in the long run and less prone to shallow quake movements. There are other advantages besides preventing floods, droughts, forest fires, renewal clean energy source, renewable supply of fresh clean water, cleansing of toxic water (like in the Gulf) etc.

In the last example, there are over 4,000 old platforms and many times more deep oil wells which can be converted cheaply to clean the toxic Gulf water. We can back flow the toxic water thru these wells back into the depleted oil reservoirs and new ones. We can apply various Bioremediation process. One of the main opposition to Bio-remediation has been the "unknown effect of wide application". If we channel the bioremediated water into the reservoirs we can monitor them and check on their quality and observed the long term effects.

Like I said there are eco-friendly geological solutions. We are just not thinking out of the box. We keep going for the "slash and kill" exploration and mining ways of the barbarians and not the elegant ways of "recycling and balancing" the Planet's health.

If the thousands and millions of coastal river mouths can be converted to fresh water recycling intake, there will never be a need for another oil well. We can have all the cheap clean electrical power we need. The oil industry workers can be converted to Clean Energy workers as new multiple usage deep wells (or a better term - multiple usage vertical conduits MUVC) will need the drilling technology & expertise of the old oil industry.

No control of the oil means the end of the War on Terror and the stranglehold of the Oil Mafia. A pipe dream? No if more people think out of the box.

  • Kim Moore I love this part.... "In the last example, there are over 4,000 old platforms and many times more deep oil wells which can be converted cheaply to clean the toxic Gulf water. We can back flow the toxic water thru these wells back into the depleted oil reservoirs and new ones. We can apply various Bioremediation process. • Bk Lim It all started out to control flooding and use the water to cool down drought prone regions, increase agricultural productivity etc. Then I found it to be more multipurpose with life changing (for the better) potentials. Beats me why the Cabal funded scientists are not looking into such simple ideas.

In prep, notice that our economies had been a "waste-over built-consumer driven" model. So we over produce cars, toys, electronic gadgets, over build roads, dams etc consume more and more of the resources and increasing the waste.

We never built to protect from droughts, weather extremes, flooding, disasters which we have all accepted as naturally occurring (but do they?). When we build to co-exist with nature and to balance back the health, we begin to build a paradise instead of destruction and heading to hell as we are currently doing.

So the oil industry is saying oil is still cheap because a barrel of water is about 280 USD while oil is still in the 100s. We have to get out of their oil control economy into a distributed economy where no one control others through the need of a few essential commodities. Before WW11 it was Rubber and Tin. The global tyranny will never end until we end ownership of essential needs of survival.
  • Kathryn O'Shannahan God love you BK. That really sums it up. Even within the petroleum industry, cleaner methods and sensible stewardship are imperative. I mean...seriously...could they be more destructive??? We know the transition to clean won't happen overnight but there's no need to destroy everything in the meanwhile.
  • Darla Rooks Thank you for the post. BK.
  • Bk Lim Yes Laura by all means. I have a backlog of all these environment solution with diagrams but I need to get out the BP issues first.
  • Bk Lim The oil industry workers need not fear losing their jobs. But we need the govt to act.
  • Bk Lim With all the Free (cheap) clean renewable energy options, there would be plenty of jobs for everybody building for the future rather than robbing Joe Public to pay Bankster Fred , with destructive drilling.
  • C.j. Seafood Dont forget the FISHERMAN & SHRIMPERS
  • Bk Lim If we start cleaning the toxic water now, the faster the Gulf will return to its former state at a much faster rate. We have to assist Mother Earth not wait passively. 4,000wells @ 10,000 bpd/well = 40,000,000 bpd. The total oil spilled est 5,000,000 bbls unfortunately dispersed throughout the Gulf.

Federal Court upheld the CSB’s legal authority to investigate the tragic April 2010 blowout and explosion in the Gulf of Mexico.

Why would Transocean opposed CSB’s legal authority to investigate the tragic April 2010 blowout and explosion in the Gulf of Mexico? Because an independent investigation would reveal the truth (if they are not bought up first) that there was no Macondo Crude flooding the Gulf until 44 hours later. It was the deliberate 2nd Explosion in the BOP that weakened the cemented well head and induced a secondary bottom hole well blowout to unleash the gushing crude from the Macondo reservoir.

Ans: CSB was not part of the conspiracy parties to this contrived Planned_2_Spook_Market_Crisis disaster. The documents would have shown that (among other more incriminating evidence) that:

- it would be illogical for Transocean to top up their onboard fuel supply to 700,000 gallons (60% of capacity) days before the planned well abandonment operation. It is against safety prudence to stock up unnecessary fuel at the end of the drilling operation especially when the DWH is transported or towed in transit.

- Transocean was afraid of the new discovery of unwarranted shipment of explosive chemicals onto the drilling rig not normally used in drilling and cementing operations.

- Transocean is afraid their assertion (below) would not stand up to scrutiny. How could >60,000 bbls/day of crude oil flow thru 10 inch pipe opening, burnt up completely without spilling overboard? This is in addition to 700,000 gallons (16,667 bbls) of diesel fuel. CSB analyses would have confirmed there was no crude oil flowing in the first 2 days of the blowout at least until after the 17:22 CDT 22 April 2010 explosion (2nd explosion followed by a bottom hole well blowout).

"The April 20, 2010 blowout event did not immediately result in the release of oil into the water. Instead, the collapse of the riser structure created a flow path for the subsea discharge of crude oil approximately two days later. See id. at 2 & n.4 (explaining that Transocean’s position is “that any oil that traveled up the riser to the deck of the MODU during th[e] time [of the blowout event] would have combusted in the fire before it could have entered the water”).

Late this afternoon, the U.S. Chemical Safety Board (CSB) learned that a Federal Court in the Southern District of Texas has upheld the CSB’s legal authority to investigate the tragic April 2010 blowout and explosion in the Gulf of Mexico. U.S. Federal District Court Judge Lee Rosenthal issued an Order that denied a motion by Transocean Deepwater Drilling, Inc. to block the CSB’s access to information pertinent to the CSB’s investigation.

A number of other companies have cooperated with the CSB’s ongoing investigation; Transocean, however, had raised a number of legal arguments and has not provided the CSB with key information even as the accident approaches its third anniversary.

The Court found that “In sum, the CSB has shown that it has jurisdiction to investigate the Macondo incident. The subpoenas the CSB issued are within its authority. Because Transocean raised no challenge to the subpoenas other than the argument that the CSB exceeded its statutory authority, the motion to dismiss or to quash the subpoenas must be denied.”

BEGIN STATEMENT

The Court’s ruling follows an extensive litigation effort by the CSB and our colleagues in the United States Attorney’s Office in Houston.  This ruling greatly supports the CSB’s ongoing investigation and will enable CSB investigators to access critical information that might have otherwise been unavailable.

The CSB’s investigation has been taking a broad look at the causes of the Gulf tragedy.  The issues include how the industry and the regulating agencies learned or did not learn from previous incidents. The report also examines the lack of human factors guidance for offshore production, the reliance on manual safety controls instead of automated systems, and organizational issues that can impair effective engineering decisions.  We are also examining the implementation of effective corporate governance and sustainability standards to address safety and environmental risk.

The Court’s decision affirms what we always believed – that the CSB has the legal authority and, indeed, the duty to thoroughly investigate the Gulf tragedy.

BP Gulf Oilspill Disaster was never an accident but a murderous plot

Okay guys. We promised you more documented evidence that BPGOD was a premeditated murder plot disguised as an accident.

Here's another one; more incriminating since the doc first came from a BP infiltrator as a planted disinfo.

They had intended this to be the "proof of another rig accident / sunken in or around 23 March". Either they did not read the doc carefully or they thought we couldn't read. Took us some time to check the authenticity of the doc as all searches on the BOEMRE database did not list this particular one. How did a lay person with no previous industry working knowledge, know how to get to this "unlisted and unsearchable" document? But we could still download the pdf file from the BOEMRE website. As a check, we downloaded a few others with equally interesting facts too.

But we found the approval by MMS with the area of survey "MC252" blanked out. Amazingly the date of commencement and completion was 21 Apr and 21 Sept 2010 respectively. How close can you get? It was just 2 hours after the well blowout and just 2 days after the well was declared dead, sealed and delivered on 19 Sept 2010.

Anymore doubts 9/11 and BPGOD are both inside jobs linked to the same Evil OMAR? Better wake up fast before America sinks deeper into the abyss. BP is a global giant with "nasty strings" throughout the whole industry. That is why we call them OMAR; short for Oil Mafia Agenda21 Running-dogs for the banksters, financiers, cabal etc. It is our collective responsibility to wake the sleeping world, if we are to prevent the next Killing Oil Spill (KOS).

BYPASS well was not a sidetrack

- BK Lim & FASEI

So when is a “bypass” not a bypass from the same well but from another well location?

That should have been the question to ask Transocean's OIM (Jimmy Harrel) on the Deepwater Horizon, during his 27 May 2010 testimony in the USCG-MMS investigation hearing.

Jim Harrel was clearly taken aback when asked to elaborate on the specific problems encountered (such as loss circulation, pipe stuck, cementing and other safety issues) throughout the duration of the WELL (@min 5:30). Harrel clearly stumbled when he asked “....you...err...talking….about the well...” as if to ask if he was to detail out the problems on all the 3 wells BP had drilled since 3 Feb. He looked relieved when the counsel corrected himself by stating “the drilling of the well, the BYPASS” from “March to April”. http://www.c-spanvideo.org/program/293757-1

The oilfield term “bypass” has the same connotation as common usage, that is “to drive around an obstruction”. There are 2 ways to do this. By drilling a “sidetrack” (deviated well trajectory) from the original wellbore at a vertical angle no greater than 4o. Alternatively, the “BYPASS” could be drilled from a new surface location which is in effect a new well.

After explaining that the “well” had several loss circulations, couple of kicks and a stuck pipe, Jim Harrel then volunteered the statement “.....actually not a sidetrack.” This significant fact in his testimony was ignored by pro-BP lawyers, industry experts, scientists and main stream media reporting on the BP Gulf Oil Spill Disaster (BPGOSD).

The definition of sidetrack from Schlumberger:

This would immediately prove that BP committed perjury by stating before Congress only one well was drilled on the MC252 lease before 20 April 2010 (not including the 2 relief wells drilled after the “accident”). Confirmed by several inquiries to BP.

It is simply beyond anyone's comprehension how BP could have spent 115 days (75 days from 3Feb to 20Apr 2010 and another 40 days from 29 Sept- 8Nov 2009) on a single exploratory well which would have normally taken 2- 4 weeks to complete?

Together with the costs of personnel, support and operation, the drilling rig would have cost about $1 million per day to be at well location. No cost-cutting exploration giant could have spent that kind of money on every well and still be a profitable enterprise. The Dept of Interior confirmed that only 1 in 5 is economical in the deep water prospects. With that kind of success, it would have been suicidal for any deep water exploration company to be so stubbornly persistent on every failed well. This proves that the Macondo well was drilled not purely for exploration purpose but to cause a “deep accident”.
What was so special about the Macondo prospect with a known reserve of only 50 million barrels? BP's other deep water discoveries were all 10 to 60 times larger; with reserves ranging from 0.5- 3 billion barrels. None of the deeper exploratory wells in the Tiber field (discovered in Aug 2009, 0.5 billion barrels, TD 35,055ft), Kaskida field (discovered in 2006, 3 billion barrels, TD 32,500ft) and Thunderhorse (discovered 1999, 1 billion barrels, TD 25,770ft) cost more than the shallower Macondo well at TD 18,360ft.

Tiber and Kaskida were drilled using the Deepwater Horizon (DWH) and Thunderhorse by Discover Enterprise. All had dynamic positioning (DP) capability which is essential for deep water operation. So why was the TransOcean Marianas (TOM) with no DP capability initially used for the Macondo well in 2009? In BP's exploration plan, 42 days were allocated for the anchor handling operation alone. This would have cost BP almost $30million in unnecessary field operation. Almost the budgeted cost of each Macondo well at $30 million which was very high by any standard.

Detailed costing and exploration are the subject of a new article in preparation but presented here to emphasise the point that more than 1 well was drilled, both time and cost wise. Jim Harrel's confirmation “.....actually it was not a sidetrack....” struck a chord with most independent experts' analyses that BP drilled more than 1 well. Our technical analyses since Aug 2010, confirmed BP drilled 3 wells.

Figure 4.1 (by TrialGraphix) shows the Macondo Well Schematic found at page 93 of the National Commission Investigation report on BPGOSD. This vertical well schematic is the accepted final version of the Macondo well design, similar to the original June 2009 well design given by BP (figure 2, above) of their investigation report dated 8 Sept 2010.

The final well trajectory as a single vertical well bore illustrated in figure 4.1 (above) is consistent with Jim Harrel's testimony that the BYPASS was not a sidetrack. If it were then the deviated trajectory and well schematic would have looked like the following “fake BYPASS” schematic in the next figure.

This deviated well trajectory (bypass by sidetrack) was never found in all the official investigation reports. Like all the fake information (dis-info) given to us, we were not sure of the reason and source initially. The last person to have passed this to us, could have been an “innocent layman messenger”. To know the reasons and source, we of course, dangled the “carrot” as one of the “physics of impossibility” lies in the previous articles. There are many technical reasons why the “sidetrack bypass” could not have been successfully executed. Details are given in a book to follow. As we had been saying; “they don't play HAARP for fun”.

The reasons (for the planted dis-info) would show at the right time and right place. It is for the same reason we do not reveal what we knew of Jim Harrel's testimony until necessary. The way the counsels skirted the 3 wells issue and the conspicuous absence of any deeper enquiry into the 2 significant well control events (shallow gas blow-out essentially) on or about 13 Feb and 10 March 2010, confirmed these were more sensitive than BP were prepared to admit. Corroboration with other facts, confirm BP could not have designed and orchestrated this “murderous plot disguised as an accident (MPDAA)” alone. They have had “assistance” from higher authorities in the orchestration and continue to have “assistance” in the massive cover-up.

The facts also confirmed that the present show trials will never go beyond giving BP a “slap on the wrist” for an “accident caused by gross negligence”. This is despite the fact that all documented evidence point to a MPDAA planned in concert with several similar Blow-out-Oil Spills (BOS) that had happened or failed to happen in the 2008 – 2011 period. There are global Oil Mafia agenda to all these BOS. Never in the history of industrial accidents have so many mega BOS occurred in the most advanced countries with the most stringent offshore regulations within such a short period of time.
Unfortunately the corporate crooks in collusion with criminal agents in the regulating authorities, continue to enjoy impunities for their crimes of mass destruction and mass deception. Similarly, the sink hole-salt cavern crisis in Louisiana were manufactured and had been planned to happen immediately after the BPGOSD. Although the rate of erosion by the salt mining operation could be accurately estimated, Nature refused to cooperate by collapsing the sink hole at the “predicted time”. If BP and their cabal masters were smart enough to plan and orchestrate BPGOSD, they would have been smart enough to plan their escape. An open trial was never part of their escape plan. They never thought all of their PMDs could have failed so badly (in achieving their sinister objectives) in the last 3 years.

They had hoped BPGOSD (aided with multiple deliberate explosive events) would be the trigger to unleash the natural pent-up stress along the North American Intra-plate Boundary (NAIB, encompasses the New Madrid fault zone) to create a doomsday Armageddon, all the way from the Gulf coast to the St Lawrence Seaway in North-East Canada.

The catastrophe that followed BPGOSD would have been so great, no one would even bother with micro-faulting BP as we have seen in the current trial, 3 years later. The Great NAIB Catastrophe of 2009-2010 was intended to be the “reset button” for many of the Banksters' financial woes. Evidently there were Divine Intervention. Instead of a cascading chain of catastrophic disasters as the evil master planners had hoped for, the great quakes all along the New Madrid which FEMA had planned for, failed to materialise. Instead there were abnormal occurrences of hundreds of quake swarms and rumbling tremors following the 1Aug2010 nuke event. Imagine the cumulative amount of energy that had been released since then. And many still asked why GOD allowed these disasters to happen?
If we are not yet awaken to see these miracles of Nature, to see the murderous plots behind these MPDAA and be bold enough to demand justice for these crimes of mass destruction & deception, do we deserve to ask GOD for more?

Final Verdict is Rendered in First Common Law Court Case against the Vatican and Canada for Genocide

Final Verdict is Rendered in First Common Law Court Case against the Vatican and Canada for Genocide

Pope, Queen and Canadian Prime Minister found Guilty of Crimes against Humanity and Sentenced to Twenty Five Year Prison Terms

Court Orders them to Surrender by March 4 or face Citizens' Arrests

Brussels:

Pope Benedict will go to jail for twenty five years for his role in Crimes against Humanity, and Vatican wealth and property is to be seized, according to today's historic verdict of the International Common Law Court of Justice.
The Brussels-based Court handed down a unanimous guilty verdict from its Citizen Jurors and ordered the citizens' arrest of thirty Defendants commencing March 4 in a Court Order issued to them today.
The verdict read in part,
"We the Citizen Jury find that the Defendants in this case are guilty of the two indictments, that is, they are guilty of committing or aiding and abetting Crimes against Humanity, and of being part of an ongoing Criminal Conspiracy"
The Jury ruled that each Defendant receive a mandatory twenty five year prison sentence without parole, and have all their personal assets seized.
The Court went on to declare in its Order No. 022513-001,
"The Defendants are ordered to surrender themselves voluntarily to Peace Officers and Agents authorized by this COURT, having been found Guilty as charged.
"The Defendants have seven days from the issuing of this ORDER, until March 4, 2103, to comply. After March 4, 2013, an International Arrest Warrant will be issued against these Defendants".
The guilty parties include Elizabeth Windsor, Queen of England, Stephen Harper, Prime Minister of Canada, and the head officers of the Catholic, Anglican and United Church of Canada. (A complete copy of the Verdict, the Court Order and a list of the Defendants is enclosed on the accompanying you tube link).
The guilty verdict followed nearly a month of deliberations by more than thirty sworn Citizen Jurors of the 150 case exhibits produced by Court Prosecutors.
These exhibits detailed irrefutable proof of a massive criminal conspiracy by the Defendants' institutions to commit and conceal Genocide on generations of children in so-called Indian residential schools across Canada.
None of the Defendants challenged or disputed a Public Summons issued to them last September; nor did they deny the charges made against them, or offer counter evidence to the Court.
"Their silence told me a lot. Why wouldn't innocent people defend their own reputation when accused of such horrible things?" commented one Juror, based in England.
"These crimes were aimed at children, and were a cold and calculated plan to wipe out Indians who weren't Christians. And the defendants clearly are still covering up this crime. So we felt we had to do more than slap their wrist. The whole reign of terror by state-backed churches that are above the law has to end, because children still suffer from it".
The Court's judgement declares the wealth and property of the churches responsible for the Canadian genocide to be forfeited and placed under public ownership, as reparations for the families of the more than 50,000 children who died in the residential schools.
To enforce its sentence, the Court has empowered citizens in Canada, the United States, England, Italy and a dozen other nations to act as its legal agents armed with warrants, and peacefully occupy and seize properties of the Roman Catholic, Anglican and United Church of Canada, which are the main agents in the deaths of these children.
"This sentence gives a legal foundation and legitimacy to the church occupations that have already begun by victims of church torture around the world" commented Kevin Annett, the chief adviser to the Prosecutor's Office, who presented its case to the world. (see www.itccs.org, November 6 and January 30 postings)
"The verdict of the Court is clearly that these criminal church bodies are to be legally and practically disestablished, and their stolen wealth reclaimed by the people. Justice has finally begun to be be served. The dead can now rest more easily."
Court officers are delivering the Order to all the Defendants this week, including to the Canadian Prime Minister, the Queen of England and to Joseph Ratzinger, the retiring Pope Benedict who is avoiding arrest within the Vatican after suddenly resigning two weeks ago.
The citizens' arrests of these and other Defendants will commence on March 4 if they do not surrender themselves and their assets, as per the Court Order.
These actions will be filmed and posted at here in the coming week, along with further updates from the Court and its Citizen Agents.

Dr Bea testify on BP trial

Witness in Gulf oil spill trial charges BP had flawed safety record

The BP oil spill trial's second day featured testimony from retired University of California-Berkeley civil and petroleum engineering professor Robert Bea, who was called by the Plaintiffs' Steering Committee to discuss how BP's safety record compares with industry standards.
During questioning from plaintiffs' attorney Robert Cunningham, the 76-year-old Bea testified Tuesday that he had warned BP executives multiple times about improving the British oil giant's safety procedures, beginning as early as 2001.
The failure to act fell squarely on the "upper leadership and management of the corporation," Bea said, "not just on the rig but the system, all the way onshore."
Despite the risk of drilling in the deepwater Gulf of Mexico, Bea testified that BP had not put in place its new operating management system -- which the company has described as a major improvement in safety management -- at the Macondo operation, which exploded in April 2010, killing 11 people and sending oil gushing into the Gulf. BP describes the system, implemented in 2008, as its "guiding principles and requirements for safe, reliable and compliant operations."
BP developed the system in the wake of a 2005 explosion at its Texas City refinery, which killed 15 people and injured 180 others.
In a pretrial deposition, former BP CEO Tony Hayward, who stepped down in October 2010, was asked whether the Deepwater Horizon disaster could have been avoided if the operating system had been implemented in the Gulf before April 2010.
"There is possible potential. Undoubtedly," Hayward said, according to portions of a deposition discussed Tuesday.
Asked to characterize BP's failure to implement the process safety system across the board on its drilling operations in the Gulf, Bea didn't mince words.
"Tragic. Egregious," he said.

BP attorney Robert "Mike" Brock sought to poke holes in Bea's testimony as questioning continued into the afternoon.
Brock contended that Bea's background, which includes numerous stints as consultant to BP, was proof in itself that the oil company was working to improve its safety culture.
Brock also cited and discussed a plethora of internal and public BP documents, ranging from press releases to speech transcripts and email correspondence between BP executives and their partners in the Macondo oil well to show that safety was on the forefront of their minds, and that the operating management system in question was implemented in the deepwater Gulf by late 2009.
Bea, who lived in New Orleans in 1965 and lost his home to storm surge during Hurricane Betsy, is best known in the city for his role as the head of a forensic investigation team supported by the National Science Foundation after Hurricane Katrina. The team published an extensive report outlining how portions of the levee system failed as a result of improper engineering decisions by the Army Corps of Engineers.
Afterward, Bea was used as an expert witness by plaintiffs' attorneys in several portions of the complex litigation aimed at getting the corps to pay damages for the thousands of businesses and homes flooded during the storm.
Bea's work experience includes 16 years with various divisions of Shell Oil, including stints studying offshore accidents; five years as a vice president with Woodward-Clyde Consultants, and eight years as a vice president with engineering giant Bechtel Inc., before joining the university in 1989.
Immediately after the Macondo well blowout, Bea assembled a team of more than 60 experts and researchers to analyze the failures about the Deepwater Horizon rig and among BP's partners in the ill-fated venture.
But by the time Bea had finished his work, BP's own internal investigation into the fatal oil well blowout, completed by its safety chief Mark Bly and a team of 50 investigators mostly from within BP, had already pinned much of the blame on contractors. President Barack Obama's appointed Oil Spill Commission and others had also honed in on ways of improving offshore drilling.
Bea, in his testimony Tuesday, said that Bly's investigation was incomplete because it had not zeroed in on the root cause of the accident once the sequence of events leading up to it was determined.
Instead, his own expert report, which Beau and William Gale, a California-based fire and explosion investigator and consultant, submitted to the court, said that BP's drilling operations "violated industry-accepted process safety and risk management standards and even its own group-defined standards and practices."
On Tuesday, Bea described process safety as a "set of approaches and strategies who's goal is the prevention of catastrophic failures involving complex engineered, human-based systems." BP's Macondo oil well was over-budget and behind schedule, he said.
Bea's report said that even though BP executives "knew that an uncontrolled, deepwater blowout was one of its highest risks within the organization," the company refused to assess the potential of that happening. Transocean, which owned the rig and supplied the crew to BP, was not required to do so, according to the report.
BP emphasized cost-cutting over safety, according to the report, echoing a common refrain during opening statements Monday. BP officials were focused on "'slashing management layers' and embedding an 'every dollar counts' culture in the organization," Bea and Gale wrote in the August 2011 report.
The Plaintiffs' Steering Committee is expected to play portions of Hayward's deposition for the judge, probably next week.
